EVANSTON, ILLINOIS — Northwestern University has announced a sweeping set of cost-cutting measures, including a hiring freeze, following the Trump administration’s decision to freeze $790 million in federal funding. The university says the moves are necessary to offset rising operational costs and “severe uncertainty” about future federal support.

Budget Cuts to Impact Staff, Benefits, and Capital Projects

In a public letter issued by university leadership, officials confirmed that administrative and academic budgets will be permanently reduced, a change that will “likely” result in staff reductions.

The school also plans to make modifications to its health insurance and tuition benefits programs, though it emphasized that tuition benefits for dependents of current employees will not be affected.

Additionally, planned capital expenditures — including infrastructure upgrades for buildings and systems — will be scaled back, with anticipated impacts on campus service levels.

“We understand the impact these changes will have on our community,” university leadership stated. “Our hope is that these measures will put Northwestern on a path to stability, but the ongoing federal funding freeze and other decisions emanating from Washington could require additional actions.”

Federal Uncertainty Undermines Long-Term Planning

The backdrop of this budget tightening is a growing sense of instability in higher education institutions across the country. In April, the Trump administration froze $790 million in federal funds allocated to Northwestern, affecting grants and research initiatives across multiple departments.

Northwestern emphasized the difficulty of making long-term institutional plans during this period of federal unpredictability. The school’s statement acknowledged the emotional and operational toll of the announcement:

“We understand that none of this is news you want to hear — and it certainly is not news we want to deliver. Nevertheless, we feel that transparency is important so that everyone has a shared understanding of the challenges that lie ahead.”
