Chicago Expands Utility Bill Relief Program to Help Low-Income Families

CHICAGO — As winter heating costs threaten to strain thousands of households across the city, the Illinois Department of Commerce and Economic Opportunity has announced the continued availability of the Low Income Home Energy Assistance Program (LIHEAP) for qualifying families.

The initiative, launched under the broader Help Illinois Families campaign, aims to assist low-income residents struggling with the rising costs of home energy services—particularly during the coldest months of the year.

What is LIHEAP and Who Can Apply?

LIHEAP is designed to support households facing difficult financial decisions—like choosing between paying their utility bills or putting food on the table. The program targets Illinois residents whose household income does not exceed 200% of the federal nonfarm poverty level. Eligibility is also determined based on available funding each year.

Through LIHEAP, qualified residents can receive direct support to help pay their winter heating bills, reducing the financial burden on families already navigating pandemic-era challenges.

Applications can be made through local county agencies or directly via the Help Illinois Families portal, which was introduced in 2020 to expand access to crisis support statewide.

Where to Apply and Get Help

Applicants can find out where to apply by using the state’s dedicated resources or by contacting the Help Illinois Families call center at 1-833-711-0374. Additional tools include:

For multilingual support, all materials are available in both English and Spanish.

Extra Support for Energy Savings

Beyond payment help, Illinois residents can access resources through the Citizens Utility Board, including tips for lowering utility costs and avoiding “vampire power” drains. Residents are encouraged to explore:

  • Energy-saving videos

  • Home Energy Savings Brochures

  • LIHEAP Appeal Rights Posters (Available in English and Spanish)

The initiative underscores the state’s ongoing effort to support financially vulnerable populations, especially during periods of high seasonal demand.
