And that gap in legal aid can leave families unprotected during high-stakes disputes like evictions, custody battles, or domestic violence cases.
A new spotlight on civil legal aid in Illinois comes as federal funding is under threat and statewide resources work to fill the gap. If you’re facing a civil legal challenge but can’t afford a lawyer, there are free and reputable resources that may be able to help.
No Constitutional Right to a Civil Attorney
Unlike in criminal court, civil legal matters — including issues like housing, family law, immigration, or debt collection — do not guarantee you an attorney under the U.S. Constitution.
According to the Legal Services Corporation, more than half of Americans wrongly believe they have a right to free legal help in all legal matters. But that right only exists in criminal cases. President Trump’s proposed budget even calls for shutting down the Legal Services Corporation, the nation’s largest funder of civil legal aid — a move that could severely impact programs in Illinois and nationwide.

Illinois Free Legal Answers
Managed by the Public Interest Law Initiative, Illinois Free Legal Answers is an online legal clinic that allows income-qualified residents to ask legal questions and get answers from licensed attorneys — all without going to court.
“People can get help on Illinois Free Legal Answers no matter where they are located in Illinois,” said Abigail Causer, managing attorney of the program. “Clients can ask questions about family law, eviction, immigration, and so much more.”
While these attorneys won’t appear in court, they can help you understand your rights, prepare documents, and guide you on how to move forward.
Illinois Legal Aid Online
Another widely used tool, Illinois Legal Aid Online offers educational articles, legal forms, and a “Get Legal Help” search tool. You can find assistance by entering your ZIP code, legal issue, and preferences.
The site is available in both English and Spanish, and even allows survivors of domestic violence to text “DV” to 85622 for discreet support.
Land of Lincoln Legal Aid
If you live in Central or Southern Illinois, Land of Lincoln Legal Aid provides in-person and remote legal assistance for various civil matters. These include:

Why This Matters
Even though Illinois does not guarantee civil legal representation, the state does allow for discretionary appointments of counsel in some cases.
