Illinois Gaming Board Approves Wave of New Licenses in Chairman’s Final Meeting

CHICAGO — The Illinois Gaming Board (IGB) approved dozens of new licenses across casinos, video gaming, and sports wagering industries during a meeting held on June 6, which also marked the final session chaired by longtime board leader Charles Schmadeke.

Schmadeke, who served nearly six years as IGB Chair, was honored for his role in guiding the state’s gaming expansion, COVID-19 recovery strategy, and modernization of board operations.

“Through it all, Chairman Schmadeke remained steadfast in his support for IGB staff and unwavering in his commitment to gaming integrity, ethics, and the rule of law,” said Administrator Marcus D. Fruchter (RiverBender).

Who Got Approved? Casino, Video Gaming, and Sports Licenses Issued

During the June meeting, the IGB approved a large number of licenses:

Casino Licenses

  • 1 Key Person License

  • 2 Level 1 Occupational Licenses

  • 235 Level 2 and Level 3 Occupational Licenses

  • 3 Denials

Video Gaming Licenses

  • 2 Terminal Operator Licenses

  • 108 Video Gaming Location Licenses

  • 37 Terminal Handlers + 1 Technician

  • 3 Denials (2 locations, 1 operator)

Sports Wagering Licenses

  • 3 Initial Supplier Licenses

  • 174 Level 1, 2, and 3 Occupational Licenses

  • 1 Master License Renewal for Bally’s Quad Cities

  • 1 Level 2 License granted after an Administrative Law Judge decision

New Rule Allows Cross-Licensing for Gaming Techs and Brokers

The board also adopted a proposed amendment to Rule 1800.550, simplifying how gaming technicians, terminal handlers, and sales agents can cross-qualify for licenses.

“This proposal provides a streamlined process that maximizes IGB resources without sacrificing gaming integrity,” said Fruchter.

The rule will now be reviewed by the Joint Committee on Administrative Rules (JCAR).

Reminder: Beware of Illegal Gambling Devices

The board took time to warn Illinois residents against using unregulated gambling machines — such as “sweepstakes” devices or look-alike casino products that aren’t licensed by the state.
