Man Accused of Sexually Assaulting Disabled Woman at Knifepoint on CTA Train and Metra Property

CHICAGO — A Chicago man is facing multiple felony charges after prosecutors say he sexually assaulted a disabled woman at knifepoint aboard a CTA Green Line train, then again on Metra property in Oak Park.

The suspect, 43-year-old Richard Person, is being held without bond following a detention hearing where a judge cited his extensive criminal history and the violent nature of the alleged crimes.

Assault Began on CTA Green Line Train

According to Assistant State’s Attorney Michael Pekara, the assault occurred on June 8, when Person allegedly pulled the woman to the floor of a Green Line train, removed her clothing, and threatened her with a knife.

Pekara noted that the victim has a physical disability and struggles with mobility, which made her especially vulnerable during the attack. The alleged assault began while the train was in motion, and continued for several minutes.

Victim Forced to Metra Property and Assaulted Again

When the train reached Oak Park, Person allegedly forced the woman off the train and walked her to an area of Metra-owned property near the station. There, prosecutors say he sexually assaulted her multiple additional times.

According to court testimony, a group of passersby noticed the woman attempting to crawl away from the suspect and intervened. Their actions likely prevented further harm and led to a swift police response.

Suspect Arrested Nearby, Now Faces Multiple Felony Charges

Police arrested Person near the scene shortly after the bystanders intervened. He has now been charged with:

  • Four counts of aggravated criminal sexual assault of a disabled person
  • Aggravated kidnapping with infliction of harm
  • Unlawful restraint

Court records show that Person had been arrested six times in 2025 alone, and was already facing charges in a misdemeanor retail theft case at the time of this incident.

Judge Deidre Dyer ordered him held in custody pending trial, describing him as a danger to the public due to both his criminal history and the nature of the allegations.

Investigation Based on Official Court Transcript

The details of the case were revealed during Person’s detention hearing and are based on the official court transcript, as reported by CWBChicago.

Officials have not released the identity of the victim, and she is receiving care and support from trauma specialists.
